Call for Project Concept Notes

Location: Dhaka, Bangladesh. 22nd Oct 2014 to 15th Nov 2014

MFF is a partnership-led regional initiative chaired by IUCN and UNDP to promote investment in coastal ecosystem conservation for sustainable development. MFF focuses on the role of healthy, well-managed coastal ecosystems as a contribution to building human resilience in ecosystem dependent coastal communities in Bangladesh, Cambodia, India, Indonesia, Maldives, Pakistan, Seychelles, Sri Lanka, Thailand and Viet Nam. The initiative uses mangroves as a flagship ecosystem, but MFF is inclusive of all coastal ecosystems, including coral reefs, estuaries, lagoons, sandy beaches, sea grasses and wetlands. The National Coordinating Body of Bangladesh, chaired by the Secretary, Ministry of Environment and Forest provides overall guidance and technical oversight to MFF in Bangladesh.

MFF Bangladesh Secretariat under the guidance of National Coordinating Body (NCB) is pleased to announce the launch of a Medium Grant Facility (MGF) to develop and demonstrate ecosystem based approaches to build coastal community resilience to climate change and other related areas.

Eligible applicants, grant amount, and project duration

The MGF is open to all sectors (including Ministries and Government Departments). The value of medium projects shall be larger than BDT 2 million and up to BDT 7.8 million. Project duration is maximum 24 months.

The proponent should have a good understanding of the socio-economic and ecological settings of Shyamnagar. It is also essential to have strategic understanding of policy responses needed at various levels of government to successfully demonstrate ecosystem based approaches for strengthening resilience of ecosystem dependent communities in Shyamnagar.

Geographic and Thematic Focus

MGF will be implemented in Shyamnagar upazila (Satkhira) adjacent to Sundarban.

MFF encourages ecosystem based approaches to build resilience of coastal communities through its grants facility. Currently eight small grants are operating in Shyamnagar. Besides the small grants, MFF Bangladesh and NCB have facilitated local level policy dialogues with Upazilla administration, local government leaders, different government institutes and local communities and developed a citizens' vision for developing a resilient Shyamnagar alias Shonar Shyamnagar 2050. An Action Plan was developed with broad strategies to realize the citizens' vision. MFF envisages that Citizens' Action Plan will support a coordinated effort from local government and development actors to build resilience of ecosystem dependent communities of Shyamnagar.

To initiate implementation of select strategies of Citizens' Action Plan and replicate successful examples from ongoing and completed small grants projects, MFF is looking for project proposals for funding under its Medium Grants Facility (MGF).

MGF will support innovative concepts on ecosystem based approaches to build resilience of coastal communities under the following themes:

  1. Mangrove rehabilitation in accreted and khas lands through shared governance between local government and community with clear benefiting sharing mechanism
  2. Mangrove products based innovative and gender sensitive business practices to promote sustainable livelihoods and wise use of coastal resources. Engagement with private sector is encouraged.
  3. Integrated planning for agro-ecosystem landscapes to reduce vulnerabilities from climate change stresses and/or man-made problems (e.g., filling up natural canals).
