Objectives

The overall goal is to empower existing community-based coastal resource management networks, in terms of knowledge transmission and improved management practices, to ensure the sustainable management of coastal ecosystem and the livelihoods of local communities in the coastal areas are protected and improved.

 

Specific project objectives are:

 1. Establish a community-based coastal resource management learning center at Pred Nai as an effective best practice model in sustainable coastal resource management and to respond to climate change.

2. Scale up pilot communities in the six target sub-districts to become community-based learning centers through increasing the knowledge management capacities, skills and practices of community leaders, resource users, TAO members, and youths.

 3. Enhance effective collaboration among communities, local administrative organizations, GOs, NGOs and academic institutions working on sustainable coastal resource management in Trat province.

 4. Develop a network of community-based learning centers by sharing development experiences from the project with other existing best practice models and networks in the country.

 

Background

This project is designed to strengthen the newly-established community-based coastal resource management network in six sub-districts of Trat province using best practices that have been developed in several communities, especially Pred Nai. It will specifically address the most pressing challenges confronting the network as well as support implementation of its three-year management plan. It will work towards these aims through the establishment of a Community-based Learning Center (CbLC) in Pred Nai, which would serve as a mechanism to expand on the knowledge and lessons learned from model communities in the network to enhance sustainable coastal resource management processes within the network and selected communities.

 

Target beneficiaries

Nineteen villages in the six sub-districts of Muang and Laem Ngob districts, Trat province.

Outputs

The projects expects to deliver the following outputs:

  • Existing knowledge, experiences, and lessons learned on sustainable mangrove and coastal resources management are identified and documented.
  • The capacity of community organizations is increased through action research that will further develop new learning and knowledge to enhance the process of sustainable coastal resource management (economic value and livelihoods development, climate change adaptation strategies, etc).
  • Training and knowledge transformation components are developed and functioning (trained local facilitators, training curricula and materials).
  • The Pred Nai Mangrove Management Fund (MMF) committee is active in fund mobilization and management to support activities within the mangrove coastal management plan and CbLC plan.
  • Existing experiences, knowledge and management practices are reviewed and improved through management planning.
  • New knowledge and tools developed through action research (economic value and livelihoods development, climate change adaptation strategies, etc).
  • Key lessons and experiences are selected and packaged as training curriculums and materials.
  • Collaboration among communities in the network is enhanced through capacity building of key personnel and development of a strategic plan.
  • The strategic plan is integrated into sub-district and provincial environmental policies and plans.
  • The pilot CbLC network in target communities is enhanced and expanded to neighboring communities in Trat.
  • A local and regional CbLC network is developed to provide a forum for sharing knowledge and lessons learned on the CbLC development process.

Co-financing Partner

RECOFTC shares USD 36,000 of total cost through contributing technical knowhow, office equipment and materials in the Bangkok office, and staff time.

Technical know-how is provided by the Mangrove Forest Development Center (#4; Nam Chieo) for the Royal Thai Government’s Department of Marine and Coastal Resources (DMCR), Trat; the Thai Fund Foundation; and Kasetsart University.

Local community partners share materials, labor, CbLC office, time, etc.
